Mikey Garcia and Sergey Lipinets are set for a hotly-anticipated world heavyweight title clash on November 4.
WBC heavyweight champion Valdez and Cuban contender Quigg will both appear at a press conference in New York on Wednesday.
Promotion will then begin for a bout which is slated for the Barclays Center in Brooklyn.
Both men are unbeaten as professionals, Valdez 38-0 and Quigg 27-0.
Valdez had been facing a mandatory defence of his title against Bermane Stiverne, but the press call suggests that obstacle has been removed and the veteran could instead appear on the undercard.
The WBC's priority, meanwhile, is to pit its champion against Anthony Joshua next year.
The organisation's president Mauricio Sulaiman told Sky Sports last month: 'We will do whatever is possible and necessary to make it happen.
'That's the fight everybody wants to see. Joshua is a tremendous attraction and a positive role model, and Valdez is the same.'
